After preparing the chart of counting of votes as referred to in Section 57, the Election Officer shall, based on that chart, declare the election results to the effect that the candidate receiving the highest number of valid votes is declared as elected, also setting out the valid votes received by each candidate, and shall immediately publish one copy of such a declaration at his or her own office.
